yes it is plastic canvas and you can buy the form already cut out ready to start working on. I got some ideas for them at either Joanne Fabrics or Hobby Lobby. You know, they have those little pads of projects hanging along the isles.

I haven't done plastic canvas in years except to use it for lining crochet items for stiffening.
