I zoomed it and it looks like the start of a flat circle for rnds 1-3 and rnd 4 and 6 look like it's in the front loops only, ( rounds 4 and 6 look like the rnds are raised up), 1 dc in ea st on rnd 5, rnd 7 looks like a dc, ch 1, skip 1 and dc in next st. You would make 2 circles so you have a front and a back side. The handle looks like 2 rows of sc. where did you find a picture of the bag/purse?
You can start with a magic circle or a ch 4 and ss in the 1st ch so you have a ring or circle to crochet into

Hello Flaryls, Look at this link from Ravelry it looks like your picture sort of. You can change the stitches you want within the pattern to look like your picture. Use the pattern to get the number of stitches you will need for the size you want.

Hi Jean Marie, The ones I found that looked the most like her picture were called Canteen purses. They were not flat like the one she showed so I didn't post any of those. They looked like they were made with straw not yarn.
