Does anyone know the best yarn for making scarves
I would like it very soft but not to bulky. one that you can wrap around your neck twice.

Anything that is soft works nice. I use Hobby Lobby's I love this yarn and scarfs look and feel nice. Simply soft is another yarn that works nice and Red Heart/Love this yarn is my favorite. Hope this helps.

Love LionBrand Scarfie yarn
I just made two sets of a hat, scarf and fingerless warmers with the Lion Brand "Scarfie" yarn. One ball makes a scarf. Very soft, no itchiness, 78% acrylic, 22% wool. Love the colors! It has a smooth change in shades of color as it crochets up. With two skeins I can make the whole set with just a little left over. Really nice! Check it out!

I just go out and find the yarn that feels very comfortable and warm around my neck and then pick the colour I like. Easy Peasy! Then just use the appropriate hook or needles that are recommended on the yarn.
