    Help with a pattern

I need help with the following pattern.
ch 3. join with sl st to first ch to form a ring.
1st rnd: ch 4 (counts as dc and ch 1). [(1 dc. ch 1) 7 times. 1 dc. ch 2. ( 1 dc. ch 1) 3 times] all into ring. join with sl st to 3rd ch of 4.

Then it says beg working in rows:
ch 3 (counts as dc). Miss next 2 sts. 4 dc in next ch-1 sp. drop loop from hook. insert hook in first dc and draw dropped loop through - popcorn made. ch 3. miss next dc. 1 sc in next ch-1 sp. ch 1. miss next dc. 1 sc in net ch-1 sp. ch 3. miss next dc. popcorn in next ch-1sp. miss next dc and ch-1 sp. 1 dc in next dc.

I don't understand how to do the ring then start in rows.
the pattern is found in 302 Found and is bernat cowl and fingerless glove mittens. I love this and would love to make it for a Christmas present, but don't quite understand it. I would appreciate any help with it. I'd appreciate any help. I am trying to find some quick patterns for some Christmas gift sets for a few of my fellow (female) coworkers and would appreciate any ideas. thanks and have a blessed week.

At the end of rows when you do ch3 that is the start of another row. The stitches in the ring are row 1.
