Hi Ola alaa, I looked at the chart and counted the stitches based on that I would say it is for a 2 toddler.
It's just a guess but I made a top similar to this and it had 19 stitches across the back on each side of the back buttons and it was a 2 toddler.

I like the different colors in the skirt.
