You made that look easy. However, I'm sure I'll need a few tries, which I definitely will try. Thank you for that fantastic tutorial!

Paint can only pixelate your designated photo to make it appear as a chart.
I am sorry but I am afraid you will need special software to draw a chart or graph.
If you have an Excel program you can use that to display a graph paper type form by adjusting the column width to the same size as the line height. This will result in a format that looks like graph paper. There are also free programs like "DigiGraph" that are useful to design graphs

I myself use Excel when I draw a graph such as the type you mentioned.
If you don't have Microsoft Office there is a free office program here Home | LibreOffice - Free Office Suite - Fun Project - Fantastic People
It is an excellent program and has about the same features as Microsoft office including Excel.
I don't know if it will work on a tablet. I use a computer and I am now running windows 10
    I have used this same program on windows XP - 7 - 8 - 8.1 and now 10

Just checked my DigiGraph and it does not run on windows 10

Wow this is fabulous if you have that software and I can see where you might be able to use it for crochet.

I understand, you say you have a photo of a filet doily that you want to make a pattern for...
did you create it or have you searched for a pattern ?
I have many patterns....I would like to see it.
