Question on whether to turn work or not

This is the pattern Daisy Duck Inspired Baby Hat Crochet Pattern - Hopeful Honey

I'm making this for a 1-2 year old but I'm following this pattern. To make it bigger I did rnd 5 twice before I did rnd 6. My question is:After rnd16 am I supposed to turn my work before doing the left ear flap?

I did rnd 1 of the left ear flap without turning my work but I'm wondering if I should've turned my work before starting the left ear flap. I realize that I would have to turn my work for rnds 2, 3, and 4 on the left ear flap.

I have not done any crochet animals before. So, I am not sure of the answer to this question.

I am thinking you are most likely done with this pattern, but you do not turn after each round. I've made that pattern before and it turned out perfect following her directions. Show us a picture when you are done!
