You have 27 loops on your hook the last stitch to finish the row and give you 28 stitches. It is not the blue arrow you need to insert your hook in the stitch that looks like a vertical bar (2 stitches) where the red arrow is laying over it and pointing to the right that is your 28th stitch. You should watch the video and follow along and you will see how she is ending the row.
