You're in luck, i just got a similar pattern i wanted to try with fan shapes like this , so i'll just translate this one for both of us.
Start with a chain of 10 sl st into a ring
. Rnd 1- ch3 (1st dc) and 19 dcs on the ring.( leave them on one half of the ring),turn

Rnd 2-ch3 , dc in each dc of prev rnd, turn.
Rnd 3-ch4 (dc+ch1), dc,ch1 in each dc of prev rnd.turn (turn at end of each rnd , ok ?)
    Rnd 4- ch 10 ( 1st dc +ch 7) skip 1 dc and sc in ch 1 space ,ch 4 skip 2dcs, sc in ch 1 space ( 3x),ch7,dc in last st.
Rnd5-ch 3 , 9 dcs in the ch 7 space, sc in the ch 4 space, ch 4, sc on the ch 4 space , ch 4 ,sc on the ch 4 space , 10 dcs in the ch 7 space, and 10 dcs in the next ch 7 space,sc in the ch 4 space, ch 4 , sc in the ch 4 space, ch 4 , sc in the ch 4 space, 10 dcs in ch 7 space.
Rnd 6- ch 3 , dc in each of next 9 dcs,sc in ch 4 space, ch 4, sc in ch 4 space, dc in each of 10 dcs ,repeat for next 10 dcs, sc on ch 4 space, ch 4 , sc in ch 4 space , sc in each of 10 dcs. to be continued...

Rnd 7- ch 4 , dc,ch1 in each of 9 dcs, skip over the chain 4 space and do dc, ch 1 on all of the next 2 sets of 10 dcs, then skip over the ch 4 space (arch, really )and do dc, ch 1 in all the 10 dcs to the end of rnd.
Rnd 8- ch 10 (1st dc and ch 7 ), skip 1 dc and sc in ch 1space , ch 4, skip 2 dcs and sc in ch 1 space (3 times), ch 7 , skip last 2 dcs of this fan shape, skip 2 dcs of next fan shape , sc ch 4 sc ch 4 ,sc ch 4 sc, ch 7, sc ( this is half of rnd 8- work in reverse for last half of rnd 8 . The rest of the pattern works the same way, if you need the rest let me know , i'm tired, now. hope it helps, its a pretty pattern, i really like it . Kitty

    Dear Kitty,
Thank you soooo much. I 'll give it a try and let you know. By the way do
you have any suggestion for the kind of yarn. The pattern ask for Lady Dee yarn but in US
    we do not have this.
    Thanks again really appreciate.

I worked it in size 10 thread and it looks like eyelet lace. What are you making? It looks like a necklace or an insert for a low neckline. I would use a yarn that isn't too hairy so the lace shows .you're welcome.

    Hi Kitty,
Thanks again check the att. link. I found it on youtube. I like the
yarn and the color I am not sure what will be a US version of this yarn.
( am not very familiar with all the crochet yarn/thread). Any help will be
    appreciated.
    Tks Vina

Perhaps it is the front upper piece for a slipper ? That would be a cute shoe for summer.

I looked up woolpedia on Utube. You're making the viral shawl ! I would use a lace weight yarn because that is what it looks like in the video.
