Help: No-chain Foundation Method

In Margaret Hubert's book, The Complete Photo Guide to Crochet (pg. 22), there are instructions & photos to make a No-Chain single crochet. I can't figure it out but would love to learn how to do it. I get lost at Step 2 where it says, "insert hook under both strands of foundation chain". Huh? Is there a video out there somewhere (since the words & pictures don't make sense to me)? Thanks!
